Srinagar: The Jammu and Kashmir administration Monday released two politicians who have been under detention since 5 August, and also partially restored broadband connections for about 70 to 80 Srinagar-based commercial and educational institutions.

Sources in the administration told ThePrint that Hakeem Yaseen, chief of Kashmir-based People’s Democratic Front, and Ashraf Mir, a former MLA of the Peoples Democratic Party (PDP), were released on health grounds.

The detainees were recently transferred from Srinagar’s Sher-i-Kashmir International Convention Centre to the MLA hostel at Lal Chowk.

According to police sources, a total of 33 political detainees, including senior leadership of the National Conference and PDP, were shifted to the MLA hostel last week from the Sher-i-Kashmir International Convention Centre. The police have also detained former J&K chief ministers Omar Abdullah and Mehbooba Mufti at Hari Nivas and the government guest house in Lal Chowk respectively.

Internet under bond

Broadband connections, meanwhile, have been partially restored in at least 80 commercial and educational institutions. But the institutions have had to sign a bond, which states that internet usage will only be for “business purposes”.

The bond consists of six points, including no usage of social media, proxies, VPNs or Wi-Fi. The signatory will also not be allowed to upload encrypted video or audio and users are expected to restrict internet access to multiple users.

USB ports on the network should also be disabled and the user would be responsible for any misuse of the internet. The bond further reads: “The company will provide complete access to all its content and infrastructure as and when required by the security forces.”

A senior police officer told ThePrint that connections were restored after a thorough background check of the individuals. The process of internet restoration is being looked after by the office of the Inspector General of J&K Police.

Residents, however, were not happy with the connections being restored under a bond. A faculty member of Kashmir University, who did not wish to be named, said research scholars who come to the varsity have been hampered with such severe restrictions.

“Internet has been restored for deans of departments, but not for scholars. How can a single computer be used by many? Even Wi-Fi is not allowed,” said the professor.

Sheikh Ashiq, head of the Kashmir Chamber of Commerce and Industries, said businesses have suffered massively due to internet blockade and “the only way to make up for that” is complete restoration of broadband connections in the Valley.

ThePrint had earlier reported that only 40 per cent of taxpayers in Kashmir were able to file their GST returns.
