State’s 43 recommendations under active consideration | Thiruvananthapuram News

Thiruvananthapuram: The Union ministry of fisheries has promised Kerala that the state’s recommendations would be considered to provide a strong foundation for the proposed Marine Fisheries (Regulation and Management) Bill 2019.
The ministry had invited suggestions from all states ahead of preparing the Bill, and Kerala had submitted 48 recommendations.
“As many as 43 recommendations submitted by Kerala are under active consideration, and there’s every possibility for them to become the very basis of the Bill,” Union fisheries secretary Rajni S Sibal informed state fisheries minister J Mercykutty Amma during a discussion on Thursday.
Kerala’s recommendations are based on the state’s practical knowledge in the sector, the Union secretary said, while Mercykutty Amma said that the state’s recommendations included those which have been incorporated in the state’s Marine Fishing Act. “Though coastal states in the country have marine fisheries policies, Kerala is the first state to bring in a legislation in the sector,” the minister pointed out.
Under active consideration are Kerala’s recommendations with regards to appointment of fisheries officials to settle the issues in the sector, the clauses for responsible fishing, measures for marine protection and conservation, sustainable fishing and protection of state’s right to provide registration and licence for fishing vessels.
The state’s recommendations to be considered also include cancellation of licence of foreign vessels, training for local fishermen in deep sea fishing, a unified (for all states) licence, registration fee, penalties for violations, a ban on juvenile fishing, protection of endangered marine life, safety of fishermen, timely upgradation of fishing boats and insurance coverage for fishworkers.
