Thiruvananthapuram: The high court’s order against demolition of Palarivattom flyover will be a huge setback for the state government, which ignored the recommendation of IIT-Madras to conduct load test after doing repair works. The state government has decided to accept the recommendation of DMRC principal adviser E Sreedharan, who suggested rebuilding of the flyover after demolishing the deck.
Sreedharan has recommended replacement of RCC girders if strengthening scheme of IIT-Madras is more than 50% of the replacement cost. However, as per the report of IIT-Madras, repair works would cost only Rs 7.5 crore. The rebuilding suggested by Sreedharan has an estimate of Rs 18.71 crore.
While announcing its decision to go with rebuilding, chief minister Pinarayi Vijayan said that the report of IIT-M could not provide a clarity on the durability of the repaired structure.
The draft report of IIT-M recommended a combination of concrete jacketing and carbon fibre wrapping to strengthen the bridge. In the final report, the institute suggested concrete jacketing to strengthen the bridge. “With the use of micro concreting under concrete jacketing, the bridge will have a durability of even more than 100 years,” sources said.The state government has overlooked the IIT-M recommendation to do load test after necessary repair. Expert engineers and contractors too had warned the government against rebuilding the flyover before doing a load test.
The contractor, RDS Projects, has already spent around Rs 3 crore for repair works under defect liability period. “The deck continuity slab, cited as the major reason for the bridge’s poor condition, has been removed as per IIT-M suggested repair works. Now, decks are isolated and it could be strengthened with the remaining repair works,” sources said.
President of Kerala government contractor’s association Varghese Kannampally, one of the petitioners at the high court, said that their stand got vindicated. The association has demanded PWD minister G Sudhakaran to convene a meeting of all stakeholders to discuss the issue.
