Over 1,200 Dengue & Chikunguya positive cases reported in state capital

BHOPAL: Dengue and Chikunguya positive cases rose to over 1,200 in the state capital. Health department blamed excessive rain for the rise in the said cases. It has now stressed to clean up unconstructed vacant plots which remain flooded with rainy water. Excessive rain is also believed to be reason as plots look flooded. Water has to be siphoned out to get rid of dengue mosquito larva.

Earlier, deaths were reported due to dengue. However, health department denied it. Health department in association with Bhopal Municipal Corporation (BMC), and NGOs has claimed for the regular monitoring on the situation.

Dengue test lab shifted from Professor Colony to Bairagarh. The lab was in district malaria office. However, there is JP Hospital as well as Hamidia Hospital for dengue testing. But it was additional facility for dengue testing in centre of the state capital. However, minister has assured to look into matter how it was shifted to Bairagarh without taking the higher ups into confidence.

Outskirts areas were mainly focused in survey. Recently, Chaukse Nagar, Saket Nagar and Shakti Nagar, and even centrally located posh colonies like Char Imli, 45 bungalows, 74 bungalows are worst affected. Administration has tightened the noose of private pathology labs which declare dengue positive test without applying confirmation test.

Health minister Tulsi Silawat said, “Collectors have been instructed to ensure total clean up unconstructed plots as such plots look full of garbage and remain flooded with rainy water. Dengue mosquito larva developed in fresh water. Due to excessive rain, larva develops in vacant plots. If plots are not cleaned, even collectors have been instructed to impose the fine.”

Maruti Ertiga Gets 3-Star Rating In Global NCAP Crash Tests

The ratings might be acceptable but the body shell integrity was rated as borderline unstable for the people mover

The Global NCAP has crash tested four made-in-India cars under its #SaferCarsforIndia  campaign and one of them is Maruti’s popular people-mover, the Ertiga. It received an acceptable three star rating for adult as well as child occupant protection. The body structure integrity, though, was rated as borderline unstable.

The car tested was the base Ertiga LXi that gets dual front airbags as standard along with ABS, rear parking sensors, seatbelt reminders, ISOFIX, speed-sensitive door locks and front seat belts with pretensioners and load limiters. 

The crash test report suggested changes in the footwell area, which was particularly unstable and the pedal placement posed a risk to the driver’s legs. The occupant’s protection for head, neck and chest was rated as good. That said, the passenger seatbelt pretensioner didn’t work properly in this particular unit of the Ertiga. Additionally, the driver’s chest received only marginal protection.

For the 18-month old child dummy, the results came out to be poor despite the presence of ISOFIX anchorages. The Ertiga doesn’t offer a three-point seatbelt for the middle passenger in the second row. 

The Global NCAP crash tests are made at speeds of up to 64kmph. These cars are obviously tested in a controlled environment and not even the highest crash test rating can guarantee the safety of occupants.

Apple Card holders get 24-month financing on iPhones with no interest

The Apple Card is a credit card issued by Goldman Sachs in the US and offers cardholders an integrated experience with their iPhone’s Apple Pay app. It comes with a numberless physical card and 3% cashback on Apple Store, T-Mobile, Uber, and Walgreens/Duane Reade purchases.

The latest addition to the Apple Card’s list of perks is interest-free purchases on new iPhones. The news was announced during Apple’s last earnings call. Users can opt for 24-month financing on any iPhone from the Apple Store with no interest.

Of course, Apple already offers the same thing via its Upgrade Program, but we wonder if Apple Card holders would still qualify for the 3% cashback, effectively giving a 3% discount on the total cost of a new iPhone.

If one could combine both the convenience of paying off a large purchase over time with no interest and 3% cashback, it would make an enticing deal to Apply for the Apple Card. If not, you can still Apply for Apple’s Upgrade Program and there would be no real reason to get a glorified cashback credit card – unless that’s what you want.

Apple Pay is currently the most preferred mobile payment app in the US since it overtook Starbucks with an estimated 30.3% market share. The platform is currently available in over 40 countries worldwide.

Scientists Discover New Class of Tiny Black Holes

It almost seems like astronomers are in a race to unveil the biggest black holes they can find. Most recently, a team of German astronomers claimed to have discovered a black hole 40 billion times the mass of the Sun.

But what if there are also black holes many magnitudes smaller?

In a study published today in the prestigious journal Science, a team of astronomers from Ohio State University claim to have discovered an entirely new and previously missing class of black holes.

“We’re showing this hint that there is another population out there that we have yet to really probe in the search for black holes,” lead author Todd Thompson said in a statement.

If confirmed, current theories would have to take into account an entirely new class of black hole — forcing us to rethink how we understand the way stars and other kinds of celestial objects are born and die.

Thompson and his team were puzzled by the huge gap between the size of the biggest neutron stars — extremely dense and relatively small stars that form after larger stars implode after a supernova — and the smallest black holes we know of.

Neutron stars are fairly small — two to three times the mass of the Sun — but stars any larger than that tend to collapse in on themselves and form black holes.

Their smoking gun: a giant red star that was orbiting something that at first appeared to be too small to be a black hole in the Milky Way, but that was much bigger than the neutron stars we know of.

The black hole it was orbiting turned out to be only 3.3 times the mass of the Sun — usually the black holes we’ve found in the past are at least five times the Sun’s mass or much, much larger.

The discovery could redefine the way we look at the lifecycle of a star.

“If we could reveal a new population of black holes, it would tell us more about which stars explode, which don’t, which form black holes, which form neutron stars,” said Thompson. “It opens up a new area of study.”

Pakistan invitees to Kartarpur corridor inauguration will need political clearance, MEA said

New Delhi: 

Those invited by Pakistan to the inaugural ceremony of the Kartarpur corridor will need political clearance, the Foreign Ministry said today, a day after Pakistan Prime Minister Imran Khan invited Congress leader Navjot Singh Sidhu to the inauguration.

“I think the political personalities or invitees who think they need to get a political clearance, and those not included in the list will know about it. There won’t be surprises,” Ministry of External Affairs spokesperson Raveesh Kumar said.

“My understanding is that the normal rules for seeking political clearance for such visits will apply,” he added.

Pakistan Tehreek-e-Insaf (PTI) on Wednesday said that Islamabad has decided to send an invitation to Navjot Sidhu for the inaugural ceremony of the Kartarpur corridor on November 9.

A statement released by the Pakistani party has said that Senator Faisal Javed Khan held a telephonic conversation with Navjot Sidhu in this regard on the directions of Mr Khan and invited him to the country on November 9.

Mr Sidhu, who had attended the ground-breaking ceremony of Kartarpur corridor, has not been included in the Congress delegation, which will be visiting the gurdwara on November 9.

The delegation includes former Prime Minister Manmohan Singh, Punjab Chief Minister Captain Amarinder Singh, Jyoraditya Scindia, RPN Singh, Asha Kumari, party’s chief spokesperson Randeep Singh Surjewala, Deepender Singh Hooda, and Jitin Prasad.

German Chancellor Angela Merkel to be seated during anthems

India has invoked certain provisions relating to the national anthem to let German Chancellor Angela Merkel remain seated while the national anthems of both countries will be played during her visit from October 31 to November 2. Sources said the Chancellor would be extended the courtesy on a request from the German side as she was recently seen having difficulties while standing at ceremonies. She was seen seated in ceremonial receptions. Most recently, Ms. Merkel attended a guard of honour with Prime Minister of Denmark Mette Frederiksen at home, but was seated when the national anthems were played.

Officials indicated that Ms. Merkel’s physical movements are unaffected by her medical condition but said the exemption was made as she displayed difficulties while standing in attention.

Bollywood dancers greet passengers as first Air India flight takes off from Stansted

A Bollywood dance troupe greeted passengers at Stansted Airport to celebrate the inaugural Air India flight to Amritsar on Thursday (October 31).

The new three-times-a-week service, operated by a 256-seater Boeing 787 Dreamliner, offers both business and economy classes.

It is the only direct service between London and Amritsar, in northern Punjab, and the first ever scheduled service from Stansted to the sub-continent.

The aircraft featured a specially painted tribute to mark the 550th anniversary of the birth of Guru Nanak Dev Ji, founder of the Sikh religion.

Air India joins the popular twice-daily Emirates service to Dubai that launched last year as part of Stansted’s growing long-haul network.


Stansted chief executive Ken O’Toole said: “This service is… a clear reflection of the huge demand that exists across north and east London and the East of England for convenient and affordable connections to India.

“We have made clear our ambition is to provide passengers with more choice and opportunities to travel long-haul from London Stansted, including services to India as well as direct flights to the USA and China in particular. “London Stansted is positioned at the heart of the UK’s Innovation Corridor, adjoining the popular cities of London and Cambridge, which is home to many world-leading universities, research and development organisations, technology, life sciences and technology companies.

“The new route will facilitate major business opportunities in both countries and will further boost business and trade and invite investment building upon the growing business base.

“Furthermore, this flight will also be in great demand for the Sikh community in London, and perhaps as far away as the East Midlands, wishing to make a pilgrimage to Amritsar’s Golden Temple and elsewhere.”

[Funding alert] Legal-tech startup Lawyered raises $100K from angel investors

Delhi-based legal-tech startup Lawyered has raised angel funding of $100,000 from a clutch of investors, including Pramendra Tomar (Group General Counsel at Apollo International Limited), Ratish Pandey (ex-General Manager at Bose Corporation), Munish Bhatia (ex CSC and GM at IAC), and Sumit Aggarwal (Owner at Rainbows).

The startup said that the fresh capital will enable Lawyered to strengthen its position in the legal-tech industry and deepen its customer relationships. It will also use the funds to support product development, market expansion, and to fuel further partnerships and collaborations.

CAD in Focus as Canadian Employment Data Set for Release

The Canadian Dollar pairs (USDCAD and EURCAD) are expected to be in focus as the Canadian Employment data will be released at 12.30pm GMT. The report is two-pronged: the Canadian Employment Change and the Unemployment Rate.

The consensus for the employment change is +11.2K jobs to be added to the Canadian economy, while the consensus figure for the unemployment rate is 5.7%, same as for the last month. The employment change is therefore expected to have made a significant drop from 81.1K job additions recorded the previous month. Any revisions will also have to be taken into consideration.

Outlook for the Canadian Dollar

The deviation will serve as the basis for considering whether to trade any of the CAD pairs on the news or not. For the employment change, the deviation figure to work with will be 69.9K. Therefore, if the Canadian Employment change comes in at +81.1K or higher, in the presence of an unemployment figure of 5.7% or lower, this is considered good for the Canadian Dollar. A drop in the actual employment change below -58.7K jobs or lower, in the presence of an unemployment figure of 5.7% or higher, will be bad for the Canadian Dollar.

This means that there must be no conflict. There needs to be an inverse relationship in the numbers with the right deviation to produce the kind of response that could be considered tradable. Anything short of this will make it difficult to profit from the situation.

This month’s news numbers are also going to be complicated by fundamentals from other ends. First, we have the US Dollar which is being moved about chiefly by the headlines from the US-China trade talks in Washington. Across the Atlantic, we have the Brexit headlines in which the British Pound and the Euro have been engulfed all week long. The Yen is also involved with the trade talks, being tossed about by “on again, off again” risk sentiment.

It may be best to scan the various CAD pairs (USDCAD, EURCAD, GBPCAD and CADJPY) to know which one aligns best with any trade objectives. If the news is bad for the CAD, trade the pair in which the paired currency is bullish on the day. If the news is good for the CAD, do the reverse.

USDCAD Possible Setup

The 4-hour chart of the USDCAD shows an ascending support trendline which connects the lows of price action from September 10 till date. This line intersects the S1 pivot on the day, strengthening that region as an intraday support.

Heading into the news, this area (1.3257) should be the support area to watch. If the news is CAD-positive and the USD does not get any push from the trade talks, we would look for a break of the trendline with the initial target set at 1.3224 (Aug 14 and Aug 27 lows).

On the flip side, a report that is CAD-negative could send the USDCAD bouncing from the 1.3257 support, targeting the 1.3334 multi-day resistance levels of July and August 2019. This is also where today’s R1 resistance pivot lies.

Economic Uncertainty Leaves Oil Markets Paralyzed

The Federal Reserve cut interest rates again this week, but signaled that it may be done cutting for the time being.

It was the third interest rate cut this year, which marked an about-face after successive increases over the previous few years. The central bank was forced into monetary easing after the global economy showed signs of slowing down, made worse by the U.S.-China trade war.

However, despite the browbeating from President Trump, Fed Chairman Jerome Powell indicated that the latest cut of 25 basis points might be the end of the line, unless things deteriorate further. “The current stance of [interest-rate] policy is likely to remain appropriate” if the economy continues on its current growth rate, Powell said.

The result was something of a mixed bag for both stocks and for crude oil. The cut was widely expected for some time, so there was little suspense in the announcement. Reading between the lines, the wording and tone from Powell suggests that it will take much more upheaval to convince the central bank to make any additional cuts. 

The rate reduction also comes at a time when the data on the economy is becoming more mixed, which is arguably slightly better than the more obviously negative trajectory the economy had seemed to be on only recently. U.S. GDP growth slowed in the third quarter to just 1.9 percent, down substantially from 2.9 percent a year earlier, but also a better result than some had feared.

Many sectors of the U.S. economy are in decent shape, although the deep contraction in business investment and manufacturing activity is raising some causes for concern. Some actually pointed to the contraction in activity in the oil and gas industry as one obvious source of trouble.

But a recent round of corporate earnings reports were better than expected, even though profits have contracted compared to a year ago. Some economists are breathing a sigh of relief, saying that the results greatly diminish the odds of a recession.

Still, there are plenty of pitfalls ahead. Consumer spending has been strong, but has also begun to slow, expanding at a 2.9 percent rate in the third quarter, down from 4.6 percent in the second. “We’re still in an expanding economy, but one that is expanding at a slower clip,” Gregory Daco, chief U.S. economist at Oxford Economics, told the Wall Street Journal.

And with manufacturing actually contracting, there is still plenty of risk to the broader economy. “The danger is that businesses begin to pull back not only on capital spending but also on payrolls, which would take much of the steam out of growth in consumer spending,” Richard Moody, chief economist at Regions Financial Corp., wrote in a note.

The big question in the near-term – stop me if you’ve heard this before – is what happens with the U.S.-China trade deal. The Trump administration is raising expectations regarding the “partial” trade deal announced in early October. Trump tweeted on Thursday that the deal would be completed soon, and that he and Xi Jingping would personally sign the agreement.

However, Bloomberg reported that Chinese officials are “casting doubts about reaching a comprehensive long-term trade deal with the U.S.,” even though they are inching closer to the “phase one” part of the deal. Chinese officials said privately that they “won’t budget on the thorniest issues,” Bloomberg reported. They are concerned about Trump’s erratic nature and that he might back out of any deal that is signed.

That does not necessarily prevent the first phase from moving forward, which could include China purchasing American farm goods in exchange for a delay in tariffs. But it’s not clear that such a modest agreement really moves the needle on global growth, which has been hindered by trade protections. “There was a lot of complacency building in around trade over the last several weeks and China is reasserting a posture saying we’re not anywhere close to done,” Michael Purves, CEO of Tallbacken Capital Advisors LLC, told Bloomberg on Wednesday. “That’s why the market is off today and Treasuries are rallying.

Oil prices slid mid-week, and fell again on Thursday on news that OPEC increased production in October, which actually shouldn’t be a surprise because of the return of the Abqaiq facility after the outage in September.

Still, even oil analysts say that the trade deal is one of the most important near-term variables to watch. “We have to keep an eye on the trade deal,” Ashley Petersen, oil market analyst at Stratas Advisors in New York, told Bloomberg. “This is going to be a problem from the rest of the year so there’s going to be more inter-week volatility to come.”

PMC Bank: PIL on removing withdrawal restrictions listed in Delhi HC for November 1

A Public Interest Litigation (PIL) seeking removal of restrictions on withdrawal from PMC bank is listed in the Delhi High Court (HC) on November 1.  

The PIL has been filed by Bejon Kumar Misra, an activist on the directions of the Supreme Court (SC). Shashank Deo Sudhi, the advocate representing Misra said, “The SC declined to hear PMC matter on 18.10.2019 and suggested to approach concerned High court, Hence petitioner had filed this PIL which is listed for admission.”

In the PIL, Mishra has appealed to the HC to pass a direction to quash the notifications on withdrawal limits by the Reserve Bank of India for PMC bank’s depositors. Reserve Bank of India has put withdrawal limits for depositors of PMC Bank. According to the first notification by the RBI the withdrawal limit was capped at Rs 1000 in six months which has been gradually raised to was raised to Rs 40,000.

The cap on withdrawal was put up after an alleged fraud of Rs 4,355 crore scam by Housing Development Infrastructure Limited (HDIL) which has 70 per cent of the loans of the total loan in PMC bank came to light. The Economic Offenses Wing (EOW) of the Mumbai Police has made several arrests in the said case including the promotors of HDIL and the ex-chairman and directors of PMC bank. 

In the said PIL which is listed for Friday, an appeal for issuance of an interim protective measures for insuring all the consumers whose money is blocked in PMC Co-operative bank branches of NCT of Delhi has been maded. Along with this, it has been appealed to issue guidelines to safeguard the banking and co-operative deposits and constitute a committee for looking into the complete affairs of working and their operation in all co-operative banks.

The PIL also urged to provide complete financial insurance as per the respective deposits of the depositors unlike existing insurance cover for Rs 100000/- only irrespective of any amount of deposits. Currently, the existing insurance cover for Rs 100000/- only irrespective of any amount of deposits.

Call of Duty: Mobile vs PUBG Mobile: Here’s what you guys prefer

PUBG Mobile is nothing short of a phenomenon in India. The game was launched over a year ago, and back in May this year, it was reported that the game had over 10 million daily active users. While Fortnite was also launched in India, it failed to make a dent in PUBG Mobile’s numbers. However, the juggernaut that is Call of Duty recently made its way to the mobile space and it seems to be giving PUBG Mobile a good fight.

According to a recent report by Ranker.com, Call of Duty: Mobile has surpassed PUBG Mobile in terms of popularity, at least globally. However, we wondered if that really was the case in a country like India where PUBG Mobile has such a strong foothold. So we did what anyone would do and asked the people. We created a poll on Facebook, Twitter and Instagram to see what our followers prefered and the results were interesting to say the least.

While most of us predicted that PUBG Mobile would win unanimously, that wasn’t the case. While PUBG was the preferred game for our Facebook and Twitter audience, Call of Duty: Mobile was liked by those who follow us on Instagram. Regardless, the winning margin on all three platforms was so close, we could just call it even-stevens and call it a day. But that would be boring. So let’s comb through what we got to see if we make something of the results

Our post on Facebook had around 4100 votes. Out of these, 53% said that they preferred PUBG Mobile over Call of Duty Mobile.

We only got 126 responses on Twitter, but even they were pretty much split down the middle. 52% said that they liked PUBG Mobile instead of Call of Duty Mobile.

Our followers on instagram decided to buck the trend. 52% of the voters said that they liked Call of Duty: Mobile over PUBG Mobile.

So what does this all mean? Well, as mentioned before, many of us in the Digit office expected PUBG Mobile to be the unanimous winner. While the game did manage to be the overall victor, we were taken aback by how close the voting was. There could be many reasons as to why this is the case and many let their feelings know on Facebook. Many people said that they loved the team deathmatch (Frontline) mode in Call of Duty: Mobile, while a few others loved how polished the game was as compared to PUBG Mobile. There were also some who were critical of the cheaters and hackers in PUBG Mobile.

Kumkum Bhagya October 31, 2019 Written Update: Rhea demands proof

In the latest episode of Kumkum Bhagya, Rhea demanded proof from Ranbir while he tried his best to make her believe on his love. Elsewhere, Priyanka avenges Shahana’s murder by pushing her from the terrace.

In the previous episode, Rhea and Priyanka, step by step plan their revenge from Prachi and Shahana. Later, while Meera gazes at Abhi, he shares the plan of sneaking out of the party to meet his wife with her. Pragya changes her saree and insist Rishi accompany her.  Rishi knew that if Pragya had decided to take him to the party with her, she would not give in and hence, he agrees. Meanwile, Ranbir comes to Shahana and Prachi and apologizes for Aryan’s behaviour. Prachi puts Ranbir in place and tells him that it was his fault, as Aryan was following his instructions. Today in Yeh Hai Mohabbatein, Arijit realises that the Bhallas have found their location and decides to make them unconscious while he sends Neeti and Thia away to Varanasi.

In today’s episode, Ishita makes everyone realise that Neeti’s Nurse was also named Thia. The kidnapper must’ve sent someone else to pretend to be Thia which is why the old man was not recognising her. Meanwhile, Arijit takes Thia’s father to her house. Karan’s manager gives Karan the details of where the cab dropped off the girl with the old man. Raman, Ishita and others leave as they get the location. Arijit asks Thia if her father would have any probe with her keeping Neeti at home. She assures him that he will be fine as he too is very helpful. She thanks him for bringing her father back home. Raman, Ishita, Yug, Karan and Mani reach the location. Meanwhile, Arijit talks to Neeti and reminds her that it’s her mother’s birthday tomorrow. Thia watches him talk to Neeti about how they used to celebrate her mother’s birthday and realises that she had wrongly judged Arijit as he seems to be a good man. 

 

Raman and Karan get riled up and plan to thrash the kidnapper when they find him. Mani and Ishita suggest them to leave it up to the police to punish the culprit as the kidnapper might frame them again and seek sympathy from the police. He arranges for a van for Neeti and Thia’s father.  He tells Thia that she would have to stay in Varanasi for a while with Neeti and her father until the situation is under control. Arijit takes Thia, Neeti and Thia’s father to the van. He also sends Bhuvan along with Thia. Meanwhile, the rest of the family worries about everyone as nobody is answering their calls. FIH Olympic qualifiers: India, USA to battle for a slot at Tokyo Games | Hockey News

BHUBANESWAR: Two teams, two matches, one Olympic berth. That’s what three years of slogging has come down to for India and US women’s hockey teams as they prepare to engage in a two-day battle for a slot at the Tokyo Games.

On paper, there is little to separate the two. If the measure is experience, then hosts India are yards ahead of the visitors. The core of the Rani-led home team has remained pretty much the same with 10 players from the 2016 Olympics. The Americans on the other hand have just three players who were a part of the team which finished fifth in Rio.

However, if the measure is recent exposure, then the former Dutch defender Janneke Schopman-coached US have the edge. They have played 16 matches in the FIH Pro League before the Pan American Games this season. India, who at No 9 are ranked four places above their rivals in the FIH rankings, have mostly played matches on tour in countries like Spain, Ireland, Malaysia, Korea and England. The FIH Women’s Final and the Olympic Test event, both in Japan, are the only multi-team events they have featured in.

History too sides with the Americans. They won the bronze at the 1984 Olympics and are looking to book a ticket to their fourth consecutive appearance at the quadrennial extravaganza. In contrast, India are hoping to qualify for only the second time. Statistically, off the 29 matches between the two teams, USA have won 16, drawn nine and lost four.

That said, the two-leg qualifier is expected to be a battle of tactical acumen as well as mental and physical toughness. While India score on the tactical count, the Americans are known for physical power.

“It is going to be tough,” admitted Schopman.

“We have seen in the past week that home countries have won (the Olympic qualifiers). It is a steep hill for us and we are ready to climb it,” she added on the eve of the opening contest at the Kalinga stadium on Thursday.

Staying with the topic of the host nation, visiting skipper Kathleen Sharkey said, “It will be a challenge to play in their home stadium, but we have the experience playing away matches in the Pro League. So, we are prepared for it.”

In many ways the twin fixtures will be a moment of truth for the team’s Dutch coach Sjoerd Marijne, under whom the team has shown steady growth especially with aggression and confidence on the field.

Given the hire-and-fire-policy in Indian hockey, Marijne job may well be on the line, but the man himself was far from perturbed. “These are the two matches we waited to play the whole year. We’ve prepared well. The moment is here and we are excited,” he said.

Concurring with Marijne, Rani said, “Our first target to qualify for the Olympics was at the Asian Games and unfortunately we could not qualify. Our team is excited that we are going to play in front of a huge home crowd.”

Having failed to seal the Olympics berth at the Asian Games and Pan American Games as continental champions, it will be a do-or-die 120 minutes over two days for both the teams.

Dimitrov vs Garin ATP Paris Preview, Predictions and Live Streaming

Dimitrov had been on a poor run of results in the weeks leading up to the Paris Masters, winning just two matches in his four tournaments since the US Open, but the Bulgarian has been a hugely impressive this week, beating Ugo Humbert, David Goffin and Dominic Thiem to reach his first Paris Masters quarter final.

Thiem had arrived Thursday’s third round meeting on a six-match winning streak, but he was a distant second-best against Dimitrov, who produced one of his finest performances of the season to take out the Austrian. The former world No. 3 lost just four points on his first serve, and offered Thiem no break points, converting three of the seven opportunities he had on the Austrian’s serve in a spectacular display.

It was another reminder of just how good Dimitrov has been, and can be, but those performances, and results have been very few and far between in the last couple of years. Since winning the Nitto ATP Finals at the end of 2017 and rising to No. 3 in the world, Dimitrov is yet to claim another title, reaching just the one final in Rotterdam last year, and three other semi-finals across two seasons. That US Open semi-final in September remains his only semi-final this season, and frankly, it was completely out of order with his year, given how poor he had been.

He had fallen at No. 19 in the world at the start of 2019, and continued to slide down the rankings through the year, struggling at 78th at the start of the US Open. With his season seemingly heading nowhere, Dimitrov found some inspiration at Flushing Meadows, reaching the last four, and surging back into the top-30. However, he could not immediately build on that run, and was soon back to his pre-New York struggles, winning just two matches across Chengdu, Beijing, Stockholm and Vienna.

A peculiar season has taken another turn this week in Paris, where’s he’s produced some of his best tennis of the year to reach the semi-finals. Can he keep it going with victory over Garin on Friday?

Garin had not played a Masters 1000 main draw until Montreal in August, and had never featured at the Paris Masters until this week, but he’s put together a solid week in the French capital to reach the quarter finals.

The Chilean took out Pablo Cuevas in the first round, came through two tie breaks in an impressive victory over John Isner in the second round, before outlasting French hope, Jeremy Chardy in three tough sets in the third round on Thursday.

Chardy looked to have done enough when he opened up a 6-3 lead in the deciding set tie break, but Garin saved all three match points before putting away a short forehand winner to secure the big 6-7 6-4 7-6 victory. The 23-year-old advances to his sixth quarter final of the season, and will seek his fourth semi-final on Friday. 

Garin had a very good junior career, winning the Roland Garros Boys’ title in 2013, beating Laslo Djere, Borna Coric and Alexander Zverev in that tournament, but it’s taken him longer than some of his peers to find his way on the main tour, as he did not break into the top-100 until October last year.

He’s had by far his best season, winning his first titles in Houston and Munich, and making another final in Sao Paolo during a solid clay-court spell in the first half of the year. The results have not quite been there since his title run in Munich, as he made just two quarter finals in his next 16 tournaments leading up to Paris, suffering a series of first round exits during that stretch. The world No. 42 arrived the Paris Masters on a three-match losing streak, but he’s found some good form in the French capital, reaching his maiden Masters 1000 quarter final, and setting up a first meeting with Grigor Dimitrov on Friday.

Garin is very solid player from the back of the court, with a nice blend of offence and defence, but Dimitrov has been playing at a very high level this week, and if he can keep that going on Friday, the former world No. 3 should be too good for the Chilean.

ISL 2019-20: Sergio Lobera’s FC Goa Out to Break Guwahati Jinx Against NorthEast United FC

Guwahati: A clash between two unbeaten sides in the Indian Super League 2019-20 beckons as NorthEast United FC play hosts to FC Goa at the Indira Gandhi Athletic Stadium in Guwahati on Friday.

Robert Jarni’s side have had an impressive start to their campaign with four points from two matches. They picked up a point from the defending champions in Bengaluru, a feat that not many teams have achieved, and followed it up with a thrilling win over Odisha FC.

NorthEast have shown a tendency to tailor their game to situations. They were cautious against a strong Bengaluru while they controlled the game against Odisha. However, in the second half, they were put under pressure by Odisha but managed to nick home a winner late in the game, helped by a red card to Odisha’s Carlos Delgado.

Now, a litmus test awaits them in the form of FC Goa against whom they do not have a great record. They’ve won just two games in 10 attempts against the Gaurs. However, Goa have never won in Guwahati ever since Sergio Lobera took over in 2017.

“The stats are made to be broken and we will try to do it this time (improve their poor record against Goa). You have a plan for every game and not only Goa. We have played against good teams before that had very fast players. There is a plan. We have to be concentrated and be smart on the pitch,” said Jarni.

NorthEast’s star striker Asamoah Gyan, although yet to achieve full fitness, has shown that his predatory instincts are very much intact. Players such as Redeem Tlang and defender Kai Heerings have been impressive so far. The latter will have to be at his best against a strong Goa attack.

FC Goa have had a curious start to the season so far. While they brushed aside Chennaiyin FC in their first game, they struggled to play their natural game against Bengaluru FC and had a late penalty from Ferran Corominas to thank for salvaging a draw.

“I was very happy after the first match against Chennaiyin FC because the team played very well under difficult circumstances. We had only three foreign players, some were injured. But the second match was not good for us. We suffered a lot against Bengaluru. But to get one point is good for us against a difficult side. Every game is different and tomorrow I think it will be a difficult match against a very good team,” said Lobera.

The Gaurs will consider the Bengaluru game to be an anomaly and will look to be at their uber-attacking best on Friday. The threat for NorthEast will not just come from Goa’s foreigners. Indian players such as Seiminlen Doungel, Brandon Fernandes and Seriton Fernandes have been exceptional for Lobera and will prove to be ideal foils for the likes of Ahmed Jahouh and Corominas.

West Bengal Wins Sticky ‘Rosogolla’ Battle with Odisha, Gets to Keep GI Tag on Coveted Dessert

Months after the bittersweet battle over the origin of the delectable “Rosogolla”, the Geographical Indications Registry announced on Thursday that Bengal gets to keep the Geographical Indications (GI) status accorded to ‘Banglar Rosogolla’.

West Bengal was given the GI tag for ‘Banglar Rosogolla’, the state’s alleged variant of the syrupy dessert, in November 2017. In February 2018, a Mr. Ramesh Chandra Sahoo, who claims to be the chairman of regional development trust in Odisha, filed a rectification petition demanding the cancellation of Bengal’s GI registration of the sweet.

On October 31, however, the Registry dismissed the rectification petition on account of delays by Odisha to present evidence in support of its petition within the stipulated timelines.

Speaking to News18, advocate Manosij Mukherjee said that after the application for the removal/cancellation of the GI Registration for “Banglar Rasogolla” was filed in February 2018, West Bengal Government filed a counter statement to defend its claim to the sweet.

However, Odisha failed to provide evidence to support its case within the stipulated time. “They ended up filing the evidence in the end but that was after the stipulated period of three months” Mukherjee, who assisted advocate S Majumdar in representing West Bengal government along with Sayan Roy Chowdhury, said.

“Instead of countering the evidence on merit West Bengal challenged the evidence on technical grounds. An interlocutory petition was also filed by West Bengal seeking dismissal of the application for rectification under the mandatory provisions of law,” the lawyer added.

The first hearing of the interlocutory petition was held on September 6 this year. The GI Registry instead of hearing the case on merits posted the matter for hearing on October 21, 2019 to hear the technical issues raised by West Bengal and gave opportunity to Odisha to file its counter.

After both parties concluded arguments in the case, the GI registry’s verdict on October 31 upheld the interlocutory petition by West Bengal and dismissed Odisha’s rectification petition.

What is a GI Tag?

A Geographic Indicator tag is accorded to products that have a specific geographic origin. It refers to a distinctive name or sign accorded to agricultural, natural or manufactured goods that are generally owned collectively. These tags help identify and differentiate products with unique characteristics or geographic roots. A GI tag can help in branding and marketing local products for sale. Replicating IG tags can incur penalties. These tags are given out by the Geographical Indications Registry, headquartered in Chennai.

Other products that have the GI tag include Darjeeling Tea, Bhagalpur Silks, Mysore Agarbatti, Kashmir Pashmina and Coorg Orange among others.

A not-so-sweet battle

The tussle over the origin of Rosogolla, long popular in Indian pop-culture and history as a Bengali dessert and known variously as ‘rasgulla’ or ‘rasagola’ (depending on what state it is in) began in 2015 when Odisha established July 30 as “Rasagola Dibasha” to mark the festival of Niladri Bije. the last day of Rath Yatra.

According to the Odia rhetoric, the rosogolla was invented in Odisha as far back as the 12th century when dumplings made out of cottage cheese or ‘chenna’ were served as offering in the Lord Jagannath temple in Puri.

Odisha’s former Science and Technology Minister Pradip Kumar Panigrahi also set up several committees in 2015 to trace the origin of the sweet delicacy.

After Odias started staking claim to the coveted sweet, once described as a “sweet, syrupy, soft cheese balls” by colonial British chef British chef William Harold, Bengal rushed to accord the GI tag to maintain its claim. Bengal government, too, set up a committee and decided to fight Odisha government’s claims legally. According to Bengalis, the quintessential Bengali delicacy was created by Nabin Chandra Das, a famous sweetmeat-maker in the 19th century at his Banghbazar residence in Kolkata.

In November 2017, Bengal was accorded the GI status for ‘Banglar Rosogolla”, which is different in texture and taste from Odisha’s version.

However, in July 2019, the Odisha Small Industries Corporation Limited and Utkala Mistanna Byabasayee Samiti (Utkala Sweetmakers Business Body) also obtained the GI tag for Odisha’s variant of the sweet called “Odisha Rasagola”.

Cutural scholars like Asit Mohanty also supported the Odisha government’s claim. Mohanty said he had uncovered the use of the word “rasogolla” in the seminal Dandi Ramayan written by the medieval poet Balaram Das in Odia in the 15th Century.

As of now, both states have GI status for their own versions of the dessert. However, its origin story remains uncertain.

Indian economy is on a decline. So why are IMF and World Bank’s growth forecasts so high

As of late last year, official data suggested India was the fastest growing major economy in the world. But serious doubts have begun to emerge about the true state of the economy. The head of the government’s own think tank has expressed alarm at a liquidity crisis that he called “unprecedented in the last 70 years,” and analysts are debating the causes and depth of an ongoing economic slowdown.

Nobody was surprised earlier this month when the World Bank lowered its 2019 growth projection for India to 6 per cent from 7.5 per cent just four months earlier, and the IMF followed suit, dropping its 7 per cent forecast from July down to 6.1 per cent.

But given the state of affairs in India’s economy to date in 2019, the immediate question for the World Bank and IMF isn’t why they lowered their forecasts, but why they still remain so high.

The dramatic slump in non-GDP indicators

We looked at the growth of leading economic indicators from official Indian government sources for April to September 2019, which corresponds to the first six months covered by the IMF’s new forecast.

Several key indicators are not just slowing, but in absolute decline, including non-oil imports (-6.6 per cent in current dollars), non-oil exports (-1.6 per cent in current dollars), and the index of production of capital and infrastructure goods (-3.5 per cent up to August 2019).

Other indicators show positive growth, but far below the 6 per cent benchmark that the World Bank and IMF project for the economy as a whole: the aggregate index of industrial production is up just 2.5 per cent, the index of manufacturing output up just 2.1 per cent, and receipts from the goods and services tax are up just 1.6 per cent in real terms. Growth in toothpaste sales is slowing, car sales have declined for 11 consecutive months, and reports suggested declines in underwear sales.

The failure of GDP to track imports has been cited as evidence of manipulation of official growth rates, particularly in the case of China. A recent paper by John Fernald, Eric Hsu, and Mark Spiegel of the San Francisco Fed shows that the correlation between GDP and imports is higher in countries with better statistical systems (0.9 for the US), and that imports—which can be verified using the export data of third parties—are a better predictor of other leading economic indicators than is GDP in China’s case.

In India’s case it is not just imports, but also exports, industrial production, tax revenues, and the banking system all pointing in the same downward direction.

New data, new doubts

The latest indicators from April to September 2019 reinforce doubts about India’s official GDP that made a big splash in Delhi earlier this year.

In June, Arvind Subramanian, former Chief Economic Advisor to the government of India and our former colleague here at the Center for Global Development, published a Harvard working paper (and a follow-up paper) suggesting that technical changes in national accounts methodology in 2011 had led India to significantly exaggerate its official GDP growth rate ever since. Rather than 7 per cent growth from 2011-12 through 2016-17, Subramanian suggested the true rate might have been closer to 4.5 per cent. That discrepancy is, as they say, big, if true.

Official government of India sources dismissed Subramanian’s analysis out of hand, and some independent analysts have questioned whether the recent divergence of GDP growth from growth in other indicators was a sufficient basis to abandon the official figures. But other analysts have looked at the data and reached broadly similar conclusions as Subramanian. Whichever numbers you believe, the core mystery posed by Subramanian remains: How is India growing so fast if, as the government’s own statistics show, a long list of other major economic indicators have slowed or even reversed?

Any errors in India’s data are baked into IMF and World Bank forecasts

Suppose, just for the sake of argument, that Subramanian’s concerns are justified, and that actual growth has been considerably slower than reported growth. Wouldn’t independent analysis by the World Bank and IMF serve to ’fact check’ the government of India’s numbers?

It seems not.

The problem is that, rather than examining independent indicators of economic activity, the Bretton Woods’ forecasts appear to be based primarily on (a) extrapolation of the official growth figures, and (b) some subjective adjustment based on staff’s assessment of policy changes.

The details of the IMF’s growth forecast methodology are not publicly documented, but in response to a query, the IMF noted that the India forecast takes into account data from the first quarter of 2019—i.e., an official growth rate of 5 per cent—combined with the IMF staff’s assessment of recent policy moves, including more accommodating monetary policy from the Reserve Bank of India and a cut in the corporate income tax rate.

While reasonable on its face, this approach is extremely vulnerable when confronted with erroneous official numbers. If the growth series up to 2019 is mismeasured, then all those errors are going to be directly baked into the IMF forecast as well.

With trade volumes shrinking and indicators of real economic activity slowing to a crawl, it might be time for the IMF and World Bank to ask some harder questions. India no longer relies on the Bretton Woods institutions for any meaningful share of its financing needs, but if these DC institutions have one thing to offer Delhi, it should be an impartial, technically sound perspective on economic reality.

That reality suggests that Indian growth is in barely positive territory, while the IMF-World Bank forecasters appear too timid to tell the emperor he has no clothes—not to mention cars, toothpaste, or underwear.
